DOVER, Delaware School Bus Driver Alvin Rohm Arrested in Shocking School Bus Sex Case

DOVER, Delaware — A 62‑year‑old bus driver, Alvin Rohm, was arrested earlier this month after police say surveillance video showed him engaging in sex acts with a woman on a school bus. The incident unfolded on January 6 and stunned local law enforcement officials when the disturbing footage came to light.

Investigators say the case first came into view not through a tip, but by accident. A school district employee was reviewing video from a school bus as part of an unrelated investigation when they stumbled upon footage that raised red flags. The recording appears to show Rohm stopping his bus near Governors Avenue at Loockerman Street, picking up a woman, and then continuing on toward Jerusalem Way.


Once parked on Jerusalem Way, police say the video shows Rohm and the woman engaging in sexual activity inside the bus. Authorities also allege there was an exchange of money between the two, a detail that turned this from a strange roadside moment into a criminal investigation.

Rohm, who worked for a contracted bus service and was not directly employed by the school district, was arrested by Dover Police on January 12 without incident. Officers charged him with patronizing a prostitute within 1,000 feet of a school, residence, church or place, as well as lewdness — serious charges in Delaware that carry legal consequences if he’s convicted.

After his arrest, Rohm was released on his own recognizance bond, meaning he did not have to post bail but must appear in court when required and follow certain conditions while the case moves forward. Police have not publicly identified the woman involved, and it’s unclear if additional charges could be filed as the investigation continues.

Officials with the local school district confirmed Rohm was not on their payroll, stressing that student safety remains their top priority. They reiterated that the incident did not involve students and occurred during a time the bus was not in service for school transportation.

Neighbors and community members have reacted with disbelief, saying this kind of behavior on a vehicle associated with children’s transportation is deeply troubling. Law enforcement says the investigation remains active, and they encourage anyone with additional information to come forward.
