SPARROWS POINT Maryland Crash: Teen Killed in Hit‑and‑Run, Suspect in Custody

SPARROWS POINT, Maryland — A 19‑year‑old’s life ended in a flash of tragedy early Tuesday morning when he was struck and killed by a vehicle that fled the scene, Baltimore County police say. The victim, identified as Todd Hines Jr., was walking along North Point Boulevard just before 7:35 a.m. when the crash happened.

Officers from the Baltimore County Police Department responded quickly after a call about a pedestrian struck by a vehicle in the 5200 block of North Point Boulevard. When they arrived, they found Hines lying in the roadway with severe injuries.


Investigators say the vehicle that hit him was a 2006 Ford F‑250. It didn’t stop. Instead, it continued southbound on North Point Boulevard, leaving Hines behind in a moment that would devastate his family and shake the local community.

Police didn’t have to drag the hunt out for long. Hours later, officers located and stopped the same Ford F‑250. After examining the scene and interviewing witnesses, crash team investigators concluded the truck’s operator was responsible for Hines’s death. A suspect was taken into custody, but officials say formal charges are still pending as the investigation continues.

The loss of someone so young has created an outpouring of grief around Sparrows Point. Todd was at the beginning of his adult life — a future full of plans and hope now closed too soon. Community members have shared pain and disbelief, lamenting the sudden end to a life that should have had so many more chapters.
