Oswego River: Joshua “Josh” Barbour Identified After Car Plunges Into Water

A quiet early Sunday morning in Oswego turned into a heartbreaking discovery after authorities confirmed that 36-year-old Joshua A. “Josh” Barbour was the man found dead following a crash that sent a vehicle into the Oswego River. Police say emergency crews were first called around 1:50 a.m. after someone reported a car going into the water near the end of Seneca Street. By the time officers arrived, the vehicle was nowhere in sight, leaving only troubling clues behind.

Investigators quickly noticed a damaged section of fencing along the river’s edge. Nearby, tire tracks and scattered vehicle debris suggested that a car had broken through the barrier and plunged straight into the dark water below. Officers began searching the riverbank while additional crews were called in to help.


As daylight slowly broke over the river, the search expanded. Teams from the Oswego Fire Department’s marine unit joined the effort, working side by side with members of the U.S. Coast Guard, New York State Police, and drone operators scanning the shoreline and water from above. For hours, crews combed the area hoping to find answers.

Late in the morning, around 11:30 a.m., a breakthrough finally came. An Oswego police officer operating a drone spotted what appeared to be a body along the west bank of the river near West Schuyler Street. Recovery teams rushed to the location and soon confirmed the tragic discovery.

Authorities identified the victim as Joshua A. “Josh” Barbour, a 36-year-old resident of Oswego. Crews carefully removed his body from the river as investigators continued working to determine how the crash unfolded during the early morning hours.

The search did not end there. Police later located Barbour’s vehicle deep in the river, resting roughly 40 feet below the surface. Recovery crews worked through the day before finally pulling the submerged car from the water around 8:20 p.m.

Investigators say the exact cause of the crash is still under review. For now, officials have not released additional details about what may have led the vehicle to leave the roadway and enter the river.

In the wake of the tragedy, members of the community have stepped forward to support Barbour’s family. A fundraiser was created to help cover funeral costs, and donations quickly began to come in as friends, neighbors, and strangers alike offered their support during a painful time.
