The quiet stretch of highway near the Sierra Blanca checkpoint in West Texas turned tense Wednesday morning when a routine inspection spiraled into a deadly encounter with law enforcement.
Authorities say the man at the center of the incident was 33-year-old James McMillan from Greenfield, Wisconsin. According to officials with the Texas Department of Public Safety, the confrontation began around 10:30 a.m. at the Sierra Blanca Border Patrol checkpoint, a security post located in the Big Bend Sector between El Paso and Van Horn.

Agents working the checkpoint had directed McMillan to stop after a drug-detection K9 alerted to his vehicle. Officers requested that he pull over for a secondary inspection, a common step during checkpoint operations. But instead of complying, authorities say McMillan suddenly accelerated and sped away from the scene.
The unexpected move triggered a pursuit along the highway. During the chase, officials say McMillan fired a weapon from inside the vehicle. Law enforcement officers returned fire as the pursuit continued across the desert roadway.
Troopers eventually forced the vehicle to stop using a PIT maneuver, a tactical move designed to spin a fleeing vehicle and bring it to a halt. After the vehicle was disabled, investigators say McMillan barricaded himself inside.
Authorities reported that McMillan then pointed a firearm toward officers. In response, law enforcement officers opened fire. McMillan was pronounced dead at the scene.
Officials later confirmed that the vehicle he had been driving was reported stolen out of Arizona. No officers or civilians were injured during the confrontation.
Multiple agencies are now reviewing the circumstances surrounding the incident. Investigators say the case remains active and that the details released so far are preliminary as authorities piece together exactly how the situation unfolded.
